New Haven chief shifting personnel, reorganizing Police Department

NEW HAVEN — Police Chief Frank Limon Monday announced organizational changes to the Police Department, most of which will take place next week, according to a statement.

Two captains, Bryan Kearney, a 23-year veteran, and Joanne Peterson, a 19-year veteran, will share responsibility of oversight for the 10 patrol districts, including function of patrol operations and community policing, the statement said.

Kearney is a graduate of the FBI Academy and Senior Management Institute at Harvard and Peterson holds a masters degree in communications.

Limon is also replacing inspections with a new Management Development and Accountability Section under the Bureau of Professional Standards. The department will be responsible for ensuring policy compliance and inspection and auditing of programs. The section will be headed by Lt. Petisha Adger, an 18-year veteran and FBI Academy graduate who is currently attending the Senior Management Institute at Harvard, the statement said.

Limon also is adding sections to “meet the challenges of technology and strategic planning,” faced by departments nationwide, he said. Under that section, Lt. Lisa Dadio, an 18-year veteran and graduate of the Senior Management Institute Program at Harvard, moved from major crimes to strategic planning, where she’ll assist Limon in the planning, development and management of department initiatives and projects, the statement said.

Lt. Robert Muller, a 23-year veteran who attended University of New Haven, will oversee Information Management. Muller will move Aug. 16 from the Communications Center.

Also to be realigned are the Animal Shelter, to be moved to the Bureau of Operational Services and The Records and Crime Analysis units to the Bureau of Professional Standards, the statement said.
